microvm workloads cannot be deployed independently #345

We've had many discussions on Zulip about this, summarizing:

  • We want each workload to be its own colmena target, which, when deployed to, pushes the right paths to the host and restarts the microvm.
  • We want hypervisor updates to not automatically cause every guest to restart.

It seems this should be achievable with the right colmena activation logic + the right restart triggers on the systemd services.
