Move the head office outside of ENS #13

As I'm not going to stay at ENS for long (exactly: very soon).
Either:

  • MVAC 5ème arrondissement, useful if we co-organize things like LixCon.
  • MVAC 13ème arrondissement, one of the biggest and has a lot of support.

In general, we will need to do actions in the district in question to justify continued to have our head office there.

Alternatively, https://www.abcliv.fr/nos-tarifs/tarifs-domiciliation-association/ costs €10 (VAT excl.) per month and this removes the requirement for "action in the district".

MVAC depends on #12.
